Involvement by multiple interested organizations should be encouraged. Many groups are interested in promoting free speech
and restoring the health of our democracy. The RNC should meet with selected third-party groups to seek their cooperation
in not only studying state campaign finance laws and regulations but also in taking an active role in efforts to improve state
laws by engaging in legislative reform efforts as well as litigation.
