state parties become more self-sufficient and effective. Areas from which to set goals and measure progress should include
the following: - Fundraising - Voter Registration - Volunteer Recruitment/Management - Staffing/Training - Voter File Management
- Coalition Building - Minority Outreach - Candidate Recruitment
