Emphasis needs to be placed on training for candidate recruitment. Everyone has a different measure and approach for how to recruit. State party chairmen are frequently the lead, along with state legislative leaders, on how to recruit legislative candidates, while the RGA, NRSC, NRCC, and RSLC are involved with recruitment of governors, members of Congress and state legislators. The RNC could take the lead in facilitating conversations among these individuals and groups to develop best practices that could be shared at workshops or future training sessions.
