Eliminate paper federal benefit checks. Other Information: Eliminate paper federal benefit checks by March 1, 2013. The total Departmental savings from paperless initiatives will be over $500 million over a five year period of which over $300 million can be attributed to FMS. These include savings on postage, printing, and a reduction in the number of customer service transactions resulting from lost or stolen checks. There were more than 540,000 Social Security and Supplemental Security Income checks reported lost or stolen and had to be reissued in 2010. The conversion to electronic payments will help mitigate the issue of lost and stolen checks since it is much more difficult to commit fraud.
