In times of crisis, it is ever more important for government to ensure that money is well spent and policies are duly implemented. But monitoring is a cost in itself, and a certain margin of mis- spending is somehow "natural". Yet the cost of this mismanagement is staggering: for instance, in 2010, 7.7% of all Structural Funds money is spent in error or against EU rules.5 OECD estimates place the cost of corruption equals 5% of global GDP.
