The third sub-pillar, on knowledge diffusion, is the mirror image of the knowledge absorption sub-pillar of pillar 5. It includes
four statistics all linked to sectors with high-tech content or that are key to innovation: royalty and license fees receipts
as a percentage of total service exports;19 high-tech exports (net of re-exports) as a percentage of total exports (net of
re-exports); exports of communication, computer and information services as a percentage of total service exports;20 and net
outflows of FDI as a percentage of GDP.
