5.1: Retention and Recruitment Retain and recruit a capable, motivated, and diverse workforce Other Information: STRATEGIES a. Develop a comprehensive workforce plan and management model to identify FEMA’s workforce needs now and in the future, and recruit, train, and retain a diverse staff to meet that plan. b. Develop employment categories, functional skill requirements, and compensation structures for all FEMA employees that are understandable, equitable, and designed to support FEMA’s mission. This includes Permanent Full-Time and Stafford Act employees(CORE, Disaster Assistance Employees, and Disaster Temporary Employees). Indicator(s):
