5: Layers of the SRM

It may be appropriate to: 1) automatically populate the upper layer of the SRM based upon the values selected in the drop-down list on the Service Type field on the form at http://et.gov/stage2.htm#cops &/or 2) enable submitters to classify their components and specifications more granularly at the third and currently the lowest layer of SRM, as identified at http://www.whitehouse.gov/omb/egov/a-4-srm.html
