1.1.3: Tiered Opportunities

Establish tiered participation opportunities for students involved in the VSFS program, e.g., full participants will be paired and work extensively with specific State Department offices / posts, while associate participants may only work as part of a “crowd sourcing” approach on individual issues, or on elements of larger, on-going efforts.
