The commitment of the Obama Administration to transparency, innovation, collaboration and efficiency can be supported by these
growing communication capabilities. However, they must be leveraged appropriately. Transparency must be balanced against security,
privacy and efficiency. All innovations must recognize and measure resulting productivity outcomes.
