Privacy of data. As CEOG matures, there will be serious cultural issues related to what citizens will consider the appropriate amount of information for government to have. The Department of Defense, for example, has been shifting from a philosophy of providing information on a “need to know” basis to a philosophy that it has a “responsibility to provide that information. Robust, widely accepted, commonly understood and coherent data sharing standards are needed. Duties and responsibilities around data management should be spelled out early in the strategic planning process.
