Having a 21st century infrastructure requires greater access to spectrum for wireless applications. We need more spectrum
for exclusive licensed usage, a spectrum rights system that allows for multiple, non-interfering uses, and cognitive radio
applications that make more efficient use of existing spectrum. We should keep unlicensed spectrum to encourage next generation
innovation. Government agencies should pay fees for holding unused spectrum.
