Second, we need to make changes in our immigration policy to encourage those with entrepreneurial skills to stay (or come) to the United States. Foreign students who earn graduate degrees in STEM fields should get visas that allow them to remain in the United States. Research has shown that 25 percent of the technology and engineering businesses launched in the United States between 1995 to 2005 had a foreign-born founder. And in Silicon Valley, the center of the high-tech industry, 52 percent of the new tech start-ups had a foreign-born owner.
