- The National Agricultural Research, Extension, Education, and Economics Advisory Board (the Board) is congressionally mandated
to advise the Secretary of Agriculture on short- and long-term priorities and policies for research, education, extension
and economics. The mandate also requires the Board to provide ongoing advice on the Research, Education, and Economics (REE)
Strategic Plan - this includes the initial plan and revisions thereafter. With this in mind, all of the Board's work is framed
around the REE agencies' activities, which support the overall mission of USDA. The REE mission area consists of 4 separate
agencies. All of the Board's advisory activities and final recommendations to the Secretary apply to the 5 Strategic Goals
delineated in the REE area mission plan 2003-2008, with Board meetings and recommendations applying to several or all of the
agencies' needs. The annual review of the REE portfolio for Relevance and Adequacy of Funding (mandated in 1998 by congressional
legislation) was conducted in the summer of 2011. This review is based on the goals identified in the REE Strategic Plan and
the past year's REE activities. In addition, one of the roles of the Advisory Board is to help REE enhance its Strategic Plan
and fiscal year budget priorities by providing ongoing advice on short- and long-term priorities and policies for REE. Each
Board Meeting focuses on at least one topic that supports at least one national goal in the Strategic Plan. In addition, the
R&D guidelines by the White House/OMB to the agencies represent national R&D priorities of the President. The Board
also considers these priority areas as a means to advise USDA.
