Convert all public data from "locked" (e.g. PDF) to open formats.

Following the manual publication, each City agency will convert all public data from "locked" (e.g. PDF) to open formats within one year. Open formats will enable computer programmers to build datapowered apps and allow data scientists to analyze City resources.
