1: Our Program

To bridge the gap between the two parallel economies that exists in developing countries and build the public memory system
required to unleash the economic potential of all their people, especially the poor majority, the ILD has designed a five-stage
Reform Program –represented graphically in the ILD “Legal Empowerment Implementation Program”– applicable to all countries
interested in bringing their poor majorities into the mainstream economy through institutional reform. Each stage along the
bridge from extralegal economy to an inclusive legal economy is sequentially related, providing the necessary information
and preparation for the next one. The Reform Program, however, is tailor-made for each client country, based on their own
diverse institutional needs and objectives, along with their unique problems, budgets and timetables. With those considerations
in mind, client countries may prefer to step onto the Program at different stages without stopping on-going policies or reforms.
Moreover, while we are eager to complete each stage as quickly as possible, the actual time period is likely to depend on
the quality and availability of the information and knowledge that the Program requires, along with the status of existing
policies that have been implemented throughout the client country’s development history. For example, while some governments
need to start at the very beginning of the bridge, needing ILD assistance in making a case for reform to their constituents
and training local personnel, others might already have a mandate for reform but lack a well-trained team able to pull together
the data for designing effective reforms. Other countries might have reform initiatives underway that require the ILD’s knowledge
and experience to move forward; some might have designs for reforms that need refinements or revisions that would benefit
from the ILD’s experience in other countries. And there might be former client countries of the ILD who already have both
our Diagnosis and proposals for reform in hand, but now need help implementing actual reforms. TAILOR-MADE......BOTTOM-UP
REFORMS The ILD Program can accommodate these contingencies, and our experts are prepared to assist client countries with
whatever stage of the bridge suits their needs. We do, however, advise all client countries that no matter at what stage they
decide to step onto the bridge, ILD researchers must have the option of supplementing the Government’s current research and
data on the extent and practices of their extralegal economy with our own research and analysis.
