Further, 22 agencies reported that they had developed performance measures for the adoption of innovative IT, including the
appropriate use of commercial best practices. One agency's strategic plan included a goal describing technology and innovation
focusing on accelerating the development and adoption of new, effective programs, processes, and strategies. Specifically,
these included implementing technology to connect customers to data, resources, experts, and peers; supporting research and
development of technology and other innovations; and supporting the development of technology to enhance accessibility for
citizens with disabilities. Three agencies also had incorporated research, design, and development of emerging technologies
within IT policy, while 5 others had related goals and strategy measures within their IT strategic plan.
