The GNEB's recommendations will be published in December 2011. The Board historically has selected the topics for its annual
report to the President and Congress. Topics and level of specificity of recommendations has varied widely, but in general
cover actions related to major environmental concerns including air, water, and waste as well as cross-cutting actions including
collaboration and communication. Earlier reports tended to have numerous recommendations in numerous areas. More recent reports
focus on a single topic. Total recommendations in recent reports have ranged from 4-6. In the 13th Report, the Board stepped
back and developed recommendations on a wide range of issues and taking into account the challenges of the border and the
opportunities that are unique to the region. In the 13th report the Board put forth 63 recommendations.
