The TGDC provides technical guidance and assistance to the EAC in developing voluntary voting system guidelines and guidance
for overseas voting, as required by the Help America Vote Act (HAVA) and other Congressional mandates. This process sometimes
takes more than one fiscal or calendar year in order to put forth recommendations or reports.
