Increase the employment, retention, and earnings of individuals registered under the Workforce Investment Act Dislocated Worker program.

Strategies: * Assist laid-off workers to become reemployed quickly and preferably to enhance their employability and earnings by increasing occupational skills. * Provide assistance to localities that suffer plant closings, mass layoffs or job losses due to natural disasters and military base realignment and closures. * Leverage additional, non-federal resources in order to increase the quality and variety of assistance.

The Department allocates 80 percent of the funds to the States; the Secretary may use the remaining 20 percent for discretionary activities specified in the Workforce Investment Act.
