    • The Labor Advisory Committee for Trade Negotiations and Trade Policy (LAC) is an integral part of the U.S. International Trade Policy Development Structure. Its main function is to provide the Executive Branch with advice on trade negotiations and trade policy. The Department of Labor and the USTR are jointly responsible for the Labor Advisory Committee Program. The LAC was established pursuant to section 135(c)(1-2) of the Trade Act of 1974, 19 U.S.C. 2155(c)(1-2), as amended by section 1103 of the Trade Agreements Act of 1979, the Omnibus Trade and Competitiveness Act of 1988, and Executive Order 11846 of March 27, 1975.The LAC makes its views known through advice offered in the course of its meetings, in letters addressed to Administration officials, and in Committee Reports. The labor advisors are active participants in the labor advisory program. Many members maintain regular contact with ILAB staff on trade issues of importance to them.
