Description For a variety of its own reasons not applicable to the Committee, the agency may implement all/most of the recommendations, but few times recommendations are not implemented. This percentage is based on the 17 formal recommendations made by the entire Council. Observations and comments are ongoing and discussions are consensus based. The Boston Harbor Islands Partnership has listened to the members of the Council on all aspects of Partnership deliberations. Often, the Council submits multiple recommendations in one document. Managers often agree with 90% or more of the content, and do incorporate recommendations into plans and actions but there is not always funding available to fully implement.
