Description Unspecified There were no recommendations submitted by COAC 11th term or 12th in FY 2011. The COAC did not issue any recommendations in FY 2011 because the 11th Term COAC ended in November 2010 and made recommendations in FY 2010 and the 12th Term COAC did not submit recommendations until the first quarter of FY2012.When U.S. Customs and Border Protection (CBP) completed its first GSA Federal Advisory Committee Act (FACA) database online fiscal year committee report in September 2006, the question was posed to provide the recommendations for the life of the Committee and to provide percentages of the recommendations implemented. CBP cannot accurately determine those figures over the life of the committee because that information is not readily available to CBP. The committee was previously chaired by Department of Treasury. With the creation of the Department of Homeland Security, the responsibility for COAC was divided between Treasury and DHS, and COAC’s name and mission subsequently were expanded to include homeland security and trade functions outside of those solely within the purview of CBP. It was not until April 2006 that CBP was charged with the administration and record keeping of this committee. Note: The recommendations reported in this cycle are those that CBP was able to determine based on COAC reports from FY2006, FY2007, FY2008, FY 2009 & FY2010. FY 2010 there was 64 COAC recommendations submitted. 4 Recommendations by the Air Cargo Security subcommittee, 11 recommendations by the Bond subcommittee, 8 recommendations by the Global Supply Chain Security subcommittee, 1 recommendation by the IPR Enforcement Subcommittee, 27 recommendations by the ISF subcommittee, and 13 recommendations by the Trade Facilitation subcommittee.FY2009, 6 committee recommendations were submitted. 3 Recommendations related to IPR enforcement. 1 Recommendation regarding Bonds and 2 recommendations regarding Trade Facilitation.FY 2008, 9 recommendations were submitted by COAC in response to a Notice of Proposed Rule Making (NPRM) on the Importer Security Filing. FY 2007 32 Recommendations were submitted regarding the Advance Trade Data Initiative/ Importer Security Filing. Also In FY 2007, COAC submitted 2 additional recommendations, 1 on a Customs-Trade Partnership Against Terrorism (C-TPAT) Third Party Validator Voluntary Pilot Program Proposal and a second regarding COAC's Summary Comments on Department of Homeland Security's Draft Report "Strategy to Enhance International Supply Chain Security." FY 2006 there were 12 of the Recommendations regarding Greenlane Benefits for C-TPAT Tier 3 Participants.
