in changing from the traditional "bricks and mortar" paradigm to one that is more virtual and adaptive in the provision of
services will be subject to numerous pilots. * Governance of process will be a huge issue in determining who is in charge
of providing direction and making strategic decisions regarding allocation of resources and execution of process. * Virtual
government invites many non-traditional stakeholders to the table as service providers. Issues of data ownership, reliability
and security will be major concerns in this environment. As the process moves forward, there will be numerous instances of
duplicative or overlapping services that will need to be resolved.
