- The statutory purposes of the Administrative Conference are to provide suitable arrangements through which Federal agencies,
assisted by outside experts, may cooperatively study mutual problems, exchange information, and develop recommendations for
action by proper authorities to the end that private rights may be fully protected and regulatory activities and other Federal
responsibilities may be carried out expeditiously in the public interest (5 USC 591). The Act further specifies the objectives
of promoting more effective public participation and efficiency in the rulemaking process;reducing unnecessary litigation
in the regulatory process; improving the use of science in the regulatory process; and improving the effectiveness of laws
applicable to the regulatory process. The Assembly consists of the 101 Conference members meeting in plenary session to discuss
and adopt recommendations for improving administrative procedures. Plenary sessions are normally scheduled twice each year,
to consider draft recommendations proposed by subcommittees.
