This plan is our official response to President Obama’s call – on his very first day in office – for “an unprecedented level of openness in government… to strengthen our democracy and promote efficiency and effectiveness in government.” More specifically this is our response to the changing needs and expectations of workers. We believe the Office of Management and Budget’s (OMB) Open Government Directive set the floor not the ceiling for how federal agencies should interact with the public and with each other. Within this document we set an aggressive agenda and time-table for specific actions that we believe will have a profound impact on the way we do business – and ultimately, improve the services we provide.
