A dynamic and enabling international environment, supportive of foreign direct investment, transfer of technology, and international
cooperation, particularly in the areas of finance, debt and trade, as well as full and effective participation of developing
countries in global decision-making, are vital complements to national development efforts related to ICTs. Improving global
affordable connectivity would contribute significantly to the effectiveness of these development efforts.
