Human Resources are the drivers of competitiveness and innovation and a strong foundation on which the Strategic Economic Partnership can be built. India needs to improve the quality of education to its broad mass of people, outside of the few Indian Institutes of Technology (IITs) or equivalent universities. Unmet education needs extend from primary school to advanced research, but the greatest benefits would possibly come from relationships between leading US institutes and Indian institutions (with special emphasis on PhDs) in advanced research.
