The Committee is statutory. The Committee's review of and advice concerning activities under the Emerging Markets Program
balances private sector perspectives with government views on proposed projects and activities, an important consideration
since the Program encourages, indeed emphasizes the participation of private industry. The Committee represents a wide range
of the U.S. agribusiness and farming industry, and members have knowledge of FAS programs and objectives and of the operation
and goals of the Emerging Markets Program, an ingredient crucial to the Committee's purpose of assisting FAS to carry out
its mission to emerging markets. Private sources without such specific exposure to and experience with the Program is of minimal
use of the agency in developing strategies and determining priorities in emerging markets.
