A related issue is the damage to the UN when a manifestly unsuited country assumes a leadership position, such as when North
Korea assumed the rotating monthly chairmanship of the Conference on Disarmament. The United States will push a new common
sense standard: any member state that is currently the subject of UN Security Council sanctions for proliferation or massive
human rights violations should be ineligible to hold a leadership position in a UN body.
