The UN should implement measures widely used by member states (e.g., hiring freezes, reduction of positions through attrition)
to right-size staffing levels by 2015. The UN should also reduce program redundancies and layers through initiatives that
streamline or shed non-core functions and shrink outdated entities. In peacekeeping, the U.S. will continue to push the Global
Field Support Strategy, a consolidation of operational and back-office support functions at global and regional service centers.
