VI.A: Accountability Framework Strengthen a more comprehensive accountability framework to guide all aspects of operations Other Information: 119. Greater accountability is an overarching theme among the management priorities of UNDP. In response to the request of the Executive Board, UNDP is moving to strengthen a more comprehensive accountability framework to guide all aspects of operations and that is consistent with a largely decentralized operational mandate – essential for rapid delivery in response to country demand. 120. The framework entails enhanced reporting to the Executive Board and UNDP partners, internal monitoring of performance against plans and budgets, and compliance with UNDP operational policies and procedures. It also builds on a dynamic cycle of planning, performance monitoring and results reporting that reflects principles of ethics, risk management and learning. While a detailed outline can be found in the attached annex, key components of the accountability framework for the planning period include: (a) The strategic plan as the basis of the accountability framework; (b) Formally-documented functions, authority and accountability between the Executive Board and senior management; (c) An annual timeline for communications with the Executive Board and UNDP partners on the results of: (i) internal and external audit; (ii) independent evaluations; and (iii) UNDP management response on implementation of recommendations; (d) An enhanced Atlas system that incorporates unit level work plans, budgeting and risk management; (e) An enhanced integrated performance monitoring system to provide insights into the status of UNDP work in various areas and progress on achieving targets set in the strategic plan; (f) An annual cycle quality review on accountability and identification of improvements required.
