What it is: Oversight to maintain the system, including ensuring that intellectual property rights and privacy concerns are managed, and that there is a means to build consensus and drive compliance. Why it is needed: Current governance is often unclear, underfunded, and insufficient, which hinders compliance and coordination. Given the difficulty of sharing and using data, as well as the need for scale and collaboration, there must be mechanisms and leadership to oversee these efforts
