Services to stakeholders are a key part of the work of the SOA staff. From a financial perspective, costefficient delivery of services is important to provide stakeholders value relative to the cost of the programs. Financial objectives, while critical, often serve as enablers or constraints to achieving strategy goals. As a not-for-profit organization, the SOA should be driven to provide services in the most efficient manner possible. Operating efficiency and safeguarding resources is critical. Operational finance focuses on: (1) determining the price of a product or service delivery; (2) revenue enhancement; and (3) financial systems and controls.
