[R]esearch on sustainable development also has to do with laying the foundation for a new way of thinking and acting. The Government has special responsibility for guaranteeing the freedom of research and supporting vital basic research and postgraduate studies. Research on the environment and ecologically sustainable development is one of the Government’s priority research areas. The 2001 Spring Finance Bill proposed additional appropriations for research on the environment and ecologically sustainable development totalling SEK 440 million for the period 2002 – 2004. A new research organization was set up on 1 January 2001, with three research councils and a new agency: the Swedish Agency for Innovation Systems, the Swedish Council for Working Life and Social Research, the Swedish Research Council for Environment, Agricultural Sciences and Spatial Planning and the Swedish Research Council, which has special responsibility for supporting basic research in all disciplines.
