Restore America to first in the world in college graduates. Other Information: Colleges, universities, and their students are bedrocks of American innovation. President Obama has called for restoring America to first in the world in the proportion of college graduates by 2020. Between the Recovery Act and the 2010 budget, the Administration is seeking nearly $200 billion over the next decade for scholarships and tax credits to help students complete college. The Obama Administration is investing in innovative strategies to support college persistence, simplify the student aid application and reform the student loan program to shift billions in wasteful spending toward greater help for students to reach and complete college.
