Agencies are using clearly stated goals to focus their efforts to improve performance and let the public know what they seek to accomplish. The Federal Government operates more effectively when it focuses on outcomes and sets clear and measurable goals to clarify priorities and motivate action. A goal-focused, data-driven management approach has proven a powerful way to achieve large performance gains in other countries, several States, an increasing number of local governments, and a growing number of Federal programs.
