DOE and OMB are developing performance criteria for applied research and development programs. OMB and DOE will use these criteria to guide funding for the 2003 Budget for the Department’s Solar and Renew-able Energy, Nuclear Energy, Clean Coal, Fossil Energy, and Energy Conservation programs.
