14.2: Annual Enrollment
Enact authority with the goal of having military retirees, who are also eligible for VA medical care, select a health care
program through annual open enrollment seasons.

This legislative proposal was included in the 2002 President’s Budget. — Quality involves not only the standard of care provided
by a health care program, but also the coordination of all health care services when multiple doctors or pharmacies serve
one patient. Military retirees may obtain health care from both agencies at any time.
