Increase the opportunities for all staff to enhance their skills and capability. Other Information:
Relationship to Annual Performance Goals: Among the performance goals OMB may use to record achievement of this objective
are: the percentage of OMB staff during the fiscal year in rotational assignments (internal and external), or on temporary
assignment or detail elsewhere; each division develops and carries out a staff training and development plan; training and
development opportunities are available to all staff; and the performance appraisal and awards process for all staff is strengthened
and enhanced. Means and Strategies: To accomplish this objective, OMB will: increase the number of staff participating in
both internal and external rotational opportunities; continue to assign an "on the job" coach for the initial year of each
new employee; encourage managers and staff to develop and fulfill individual development plans, especially for new hires.
