All levels of government can assist the private sector by helping to jumpstart the adoption of the Identity Ecosystem, ensuring
that it becomes widespread enough to be self-sustaining In order to provide this jumpstart, all levels of government should
work with the private sector to help identify economic incentives to encourage private-sector adoption of the Identity Ecosystem
The Federal Government will also align identity solution requirements in existing programs against the Identity Ecosystem
Finally, the Federal Government will evaluate regulatory changes as necessary.
