Minimizing the effects of WMD use against our people will help deter those who possess such weapons and dissuade those who
seek to acquire them by persuading enemies that they cannot attain their desired ends. The United States must also be prepared
to respond to the effects of WMD use against our forces abroad, and to help friends and allies if they are attacked.
