3.3: Threats & Responsibilities Consider threats and responsibilities as developing on a continuum of "military" or "non-military." Other Information: In its contacts with the EU, NATO leaders should avoid the trap of categorising all threats and responsibilities as distinctly "military" or "non-military." Instead, they should nurture the habit of thinking of these issues as developing along a continuum. Many situations will require a response that includes both forceful and non-coercive elements; NATO, the EU, and others should bring to bear the capabilities that add the most value in finding a solution. Accordingly, NATO should seek to agree with EU leaders on a plan for regular joint participation in meetings, fuller communications between military staffs, and more extensive coordination with respect to crisis management, threat assessments, and sharing assets.
