NATO should make full use of the OSCE's toolbox of training resources and expert advice in "soft security;" these are areas that can complement NATO's "hard security" tools.

Stakeholder(s):

  • OSCEPartnership with the OSCE. NATO's relationship with the OSCE is different and more intimate than it is with most other international organisations. NATO was a co-founder of the original Helsinki Process and played a significant role in lending substance to the OSCE's politico-military dimension. The OSCE, in turn, is busy building democratic institutions in countries that do or may aspire to NATO membership, thus reinforcing NATO's own desire to encourage political stability and good governance in every corner of Europe.
