2.3: Security Consultations & Crisis Management Serve as a transatlantic means for security consultations and crisis management along the entire continuum of issues facing the Alliance. Other Information: NATO's third core task is to serve as a transatlantic means for security consultations and crisis management along the entire continuum of issues facing the Alliance. As the only contractual link between North America and Europe, NATO remains the essential venue for these functions and for fulfilling the common security and defence commitments of its members. This task reflects both the political and military dimensions of the Alliance and merits more attention in light of the diversity of today's security threats and the wide-ranging perspective of the organisation's current membership. After all, when the last Strategic Concept was written, the Alliance had far fewer members with shorelines on the Adriatic, Black and Baltic Seas. The Alliance has an interest in protecting global lifelines that sustain modern societies and in promoting security and stability well beyond its immediate borders. That mission will in all likelihood be carried out in cooperation with its partners. Even though NATO's military tools are not always perfectly suited to address such challenges, Article 4 can provide a vital mechanism for identifying areas of common concern, devising an appropriate response, and coordinating NATO actions with partner organisations and states. To this end, the Alliance must further improve its crisis management capabilities, including the capacity to identify and to assess emerging risks, reassure member states, and undertake crisis response operations within, along, or beyond its borders.
