Permit any member to propose a budget resolution on the floor of the House or the Senate if the budget resolution is not reported out by the Budget Committee in either house by May 15th in any year,

If the budget resolution is not reported out by the Budget Committee in either house by May 15th in any year, permit any member to propose a budget resolution on the floor of the House or the Senate. This would create incentives for the Budget Committees to act, since otherwise they would cede power to other actors in the Congress.
