countries find the advantages they relied on in the past to attract and retain employers and highly skilled workers have eroded.
As a consequence, governments should pursue a coordinated, strategic approach to talent management, and work to attract whatever
talent they themselves cannot supply. India, for instance, has set up recruitment offices in a range of nations, including
the United Kingdom and the United States, to target individuals with IT qualifications
