As emerging economies tout their rapidly rising education and skill levels and their lower costs of doing business, developed countries find the advantages they relied on in the past to attract and retain employers and highly skilled workers have eroded. As a consequence, governments should pursue a coordinated, strategic approach to talent management, and work to attract whatever talent they themselves cannot supply. India, for instance, has set up recruitment offices in a range of nations, including the United Kingdom and the United States, to target individuals with IT qualifications
