Measures: Total number of peer-reviewed publications, publications per academic staff member, total number of citations, citations
per academic staff member, research awards, best paper awards, appointment to national academies, keynote addresses at top
conferences, grants from prestigious sources, patents awarded. UNU-IIST must increase its influence and visibility in the
research community. Producing high quality, high impact research is not only a key aspect of intellectual leadership, but
also critical to credibility in our areas of activity, a prerequisite to growth and to developing high-quality graduate programs.
Only research centers recognized as being in the top tier have a chance of attracting significant sustained funding. Indeed,
“quality, once established at a high level and substantial scale, becomes self-sustaining.”3 The institute will seek to hire
top researchers and provide them with a supportive environment; it will encourage publication in top-ranked conferences and
journals; it will reward research excellence; and it will disseminate research results through various channels in order to
increase impact.
