Tools and techniques for evidence-based policy in higher education and research -- The objective of this program is to disseminate tools and techniques to assist in formulating and assessing policy for higher education and research. Research activities in this program will be primarily applied and needs driven, and will consist of developing new tools and techniques to derive analytical results in those areas that will be of interest to policy makers. Among the key projects is the Global Research Benchmarking System, which will provide objective data and analyses to help universities strengthen the quality and impact of their research in traditional disciplines and in sustainable development. The program will look at uses for educational data gathered by assessment mechanisms embedded in e-learning systems (see Strategies and technologies for education) and develop data repositories to support education standards for poverty-focused development.
