The national-level priorities framework and the NIPB production matrix will have to address the issue of competing requirements
to ensure sustained intelligence focus on the high priority targets, as well as appropriate emphasis on strategic analysis
and global coverage. The latter is important so that the Community retains the capabilities to surge for crises that may develop
anywhere, on any substantive issue.
